Can Charles read your characters mind?
Can he alter their memories? (example: erase certain memories or retrieve memories your character has lost)
Can he alter your characters perception (make him/a group appear invisible or different, like wearing a dress or something)?
Can he control your characters actions at any point? (used for specific occasions/events)

Altering memories: Aahhh this is a case by case thing. Let's discuss it first.
Perception fuckery: Sure!
Control: Ffffff this would be a huge IC trigger for him, so let's talk about it first, but I'm not all out saying no.
As an extra note, Andyr's oc verse is hella content heavy, and a lot of it will come up if Charles goes brain diving on him, so there's an opt out post for that you'll probably want to check out before they interact. Also, hi, he's one of Charles' new roommates :'| As a general warning, he was held captive for a while and generally despises any kind of loss of agency or self-control, so if any of this happened without his permission, and he was made aware of it, it would make for a super bad reaction. Just, sob, letting you know.

He can't control Deku's actions- his superpower overrides attempts to control him when it seems detrimental.

Alter memories: No. Yori has backup memories on her disk, it's complicated.
Alter perception: No, I think not, though if he worked really hard and learned 80s computer code he might.

Memory Alteration: No for erasures, but yes for retrievals with plotting. Wanda is technically post-Civil War, but due to an Ingress accident she's forgotten everything after Age of Ultron and a small chunk of time on the Mini-Colony. Wanda's aware that she's missing some time, but she has no idea it's that severe.
Perception Alteration: Gonna go with probably not?
Control: Nope. Wanda's generally immune to mind control.
Her powers have been pretty ill-defined in canon but I'm always happy to plot things!
