Personality:
To start, Charles was always a very intelligent young man. Later in life, he attended Oxford and earned his Ph.D in Genetics by the time he was twenty-four. He was able to figure out, very quickly, as a child that his mother was being impersonated by a young Raven without the use of his powers, simply by knowing facts about her. Such as her not going into the kitchen or that she would never make cocoa for anyone, so her offer to make him some immediately set off his alarm bells. He also, more or less, taught himself how to use his mutant abilities.
And from that similarly young age, Charles has been a trusting and full of compassion. When he first met Raven, he realized she was hungry and alone, he invited her to live with him and his family. This shows that even as a child he was a generous sort and this trait didn't leave him as he grew up. Even generous though, Charles grew up privileged. His family was rich, he would have access to the best education and clothing, food and more. That would have made quite a few doors that would normally impede others and offer them obstacles to overcome completely disappear for him. Which would make life easier for him.
Because of his intelligence and the way he practically coasted through life, as well as his gift, Charles gave himself a large enough ego that he felt comfortable enough flirting with random women in bars. And flirting badly, using the concept of mutation as his lead pick-up line.
There are times when Charles can be both considerate and inconsiderate. Much of the time he's considerate, it's hard to deny that. He asked Erik permission to look into his memories at one point, he promised Raven he would never read her mind without permission. And yet there are times that he will pry into the minds of others around him, whether for his own satisfaction or for a greater purpose such as when he first met Erik and delved into his memories to convince him to stop so he wouldn't die.
Unfortunately, Charles can also be a bit naive. He tries constantly to believe in the best in the people around him, to the point that he ignored just how deep Erik's loathing of Shaw was or how members of the CIA behaved around him and the group of mutants Charles and Erik had recruited. Despite the vast differences between humans and mutants, and a great deal of evidence that would say otherwise, Charles believes that they can coexist peacefully. And this places him at odds with his closest friend and sister, never really considering their positions and instead constantly trying to make them see things his way.
Charles is arrogant as well. His mutation and intellect has allowed him to get ahead in practically everything in life. He was able to, and seemed to think nothing would go wrong, when he pried into the minds of several CIA members to try to convince them that mutants were real rather than just a crackpot theory. This only convinced them that they were spies and Charles, in turn, used his gift to help them escape the facility by freezing anyone nearby and forcing one agent that did support them to let them leave.
This is all quite early in his life though and these traits do remain under the surface. However Charles has also had to deal with the betrayal of several of those closest to him, having been crippled, and most of his students and teachers being drafted for the Vietnam War. What he'd tried to build up to make up for his perceived failing with Raven and Erik, crashed down around him. Charles quickly became a recluse and reverted the school to private property.
Much of who he was is still there but buried, he became cynical of everything around him and completely disinterested. Charles had lost everything he'd worked towards: his sister, making a safe place for young mutants to learn how to use their abilities, his closest friend, and all for a variety of reasons. Some believed that humans and mutants could never live together peacefully and left with Erik, others were drafted for the Vietnam war during the first semester that his school was opened.
All of this piled together broke Charles and left him feeling defeated and useless, incapable of making the difference he'd dreamed of and hoped for. Even his hope was shattered, his older self telling him when he reached through Logan's mind that they "need [him] to hope again."
A lot of his actions by that point (the end of the Vietnam war) are selfish in nature. When Logan arrived and tried to convince him that they needed to change what was going to happen he told Logan he would help. "Not for any of your future shite. But for her." He only wanted to help Raven, to protect her from what would happen to make that future happen and to keep her from becoming a murderer.
It should also be noted that Charles is an alcoholic, one of his ways of coping with all the losses he'd suffered. And, unfortunately, alcoholics often are aggressive (the normally pacifistic Charles punching Erik when he sees him as they break him out of prison) and agitated (losing his temper with Erik on the plane and cussing out Logan). They are also self-destructive, notably Charles let his entire estate fall into disrepair and the entire interior of his house was a mess, he wore dirty clothes and mostly what looked like pajamas and a bath robe. Some alcoholics, and this affects Charles, has end up fearful and this is commented on by his older self when they talk, that Cerebro knows that the younger Charles was afraid. And not of the voice of people that needed him but by himself and what he could do.
Abilities/Skills:
Genius intellect: studied genetics and mutant abilities, runs a school dedicated to teaching young mutants to control and understand their mutations.
Telepathy: With his mental mutation, Charles is able to communicate telepathically with others, both transmitting his thoughts and reading the thoughts, memories, and feelings of those around him. Through the use of cerebro, he's even able to read the thoughts of humans and mutants anywhere in the world and pinpoint where exactly they are. He can even see things going on from their perspective.
Cloaking: Charles can manipulate what people perceive, what they see or don't see. He hid all the soldiers in the back of a truck once from Russian soldiers with his abilities.
Control: He's able to control other people, what they do or don't do, make them sleep or unlock something for him. He exercises this ability with a member of the CIA when they went to find Shaw.
Memory "control": (for lack of what else to call it) Charles can dig deep enough into the minds of other people that he can find lost memories, fix amnesia, or even erase memories. He ended up erasing Moira McTaggert's memories of him and the early X-Men.

CANON UPDATED
New Canon Point: Just after passing on his and Apocalypse's messages
Detailed Description of New Canon Information: Charles has reopened his school for gifted children and now has a number of new and older students, Cerebro has been rebuilt, he's in a wheelchair again and has started using his powers once more. Since the incident in DoFP when Raven saved the president and the cabinet, the world is now fully aware of the existence of mutants. One of his former students, Alex, brings his brother Scott to the school when his own mutation manifests. Shortly after, a strange eruption of power disturbs the world and Charles goes to speak with Moira (HAHA) MacTaggert who he discovers (through Cerebro) was involved with whatever happened in Egypt.
After learning what she knew, they return to the school with Moira, Raven returns, and they use Cerebro to try to find Erik, inadvertently giving Apocalypse the ability to take over everyone on Earth that could launch and dispose of nuclear weapons everywhere. Despite having Alex destroy Cerebro, the action that helps cause Charles to lose consciousness along with Apocalypse taking over his mind while in Cerebro. Just after, Apocalypse and his Four Horsemen (Storm, Psylocke, Angel, and Erik) appear in the school and kidnap Charles. In part for Apocalypse to take his body since he has a power Apocalypse wants and needs.
Upon regaining consciousness, Apocalypse had Charles send a message to the entire population of the world to basically tell them he's coming and mutants are best but Charles intervenes at the end, saying mutants should protect humans.
Any Notable Changes in Personality or Appearance: Charles is much more cleaned up now, neater hair and general appearance. Beyond that though, his appearance hasn't changed much.
Personality-wise, he's more open again. Charles hasn't closed himself off to the world or his friends or students as he had in DoFP. Once again, he's very hopeful and that is in part because of Raven saving the president instead of killing them all, which showed humans that mutants aren't something to be feared. That, like humans, there are some good and some bad, that they shouldn't be judged as a whole based on a few bad apples. Charles has a hope and dream that humans and mutants can work and live together as if there is no difference between them at all, even hoping to one day have human students as well as mutant.
He once again fully believes in his students, his friends, and in humans. Even as Erik aligned himself with Apocalypse, Charles continued to believe that there's good inside of him. He isn't afraid to ask for help but, as a teacher, it's one of his last resorts since he has to be a symbol for his students. He trusts his students and friends, trusts they'll make the right choices. And much of the time, he even says as much early in Apocalypse when he goes to see Moira, that he doesn't think about what's best for him, that it doesn't matter.
Despite Scott destroying what he claimed what was his favorite tree, he kept very calm, even got excited, at the thought of helping someone with his talent. Helping others, making them feel safe and in control again, is something Charles lives for. At this point though, having seen some of his student betray him or die (First Class), he's no longer to naive in regards to the world or people, believing everything is inherently good given the chance to be.
